i just cant figure it out please help

i have an 83 regal t-type i just replaced the turbo in it because the seals were bad in the old one. got it running and was really excited. now i have three questions. whan i am driving i cant get over 10 lbs of boost even with the wastegate not hooked up and the turbo is brand new from turbocity is this normal. and also it seems like when i am on it heavy through 1rst to second gear it seems like it is not realy boosting and i did a full tune up plugs wires fuel fillter cap roter. and also do you know where i can a vacume diagram online for my car any help would be appreciated.also what is the max amount of boost i can run on the stock equipment Carb and whatnot. one thing to add though is all my friend give me mad props for haveing an oldschool car with turbo its not your everyday little honda civic.

do you have a cat converter on the car ?

One year (I forget which) requires the wastegate to be connected, as it works in the reverse of most of the TR's.
