"Street legal" really depends on the emissions laws in your area. I highly doubt you'd be in danger of breaking any other laws.

See http://www.gnttype.org/general/v6hist.html for comparisons of all the V6 parts through the years. The early carbed V6 engines don't have much potential. As you'll see, the non-turbo engines are missing some key internal strength pieces such as the stronger rolled-fillet crank and 'two-dot' rods. Power or not, there isn't much bottom end strength to contain any.

For potential of a carbed turbo car, see http://www.gnttype.org/techarea/recipes/recipepage.html and select the '78-83 Recipe' written by Fred Corrado. Note that other strengthening elements such as the 8.5" rear end are sugested. Really, its easier to save your money and buy a 84-85 'hot air' fuel injected car or 86-87 intercooled car to begin with, then implement one of the other 'recipes' on that same page.

Another route for those who want to be different is to go with a Buick 455 swap. See http://www.gnttype.org/techarea/swaps/bbb_regal.html These engines are a bit hard to find, but can be swapped in and give a LOT of power and torque, even in stock form. They are also easily modified. Naturally, all the ancillary systems have to be modified/updated as well. (i.e. fuel, transmission, rear end, etc.)

There are so many pieces in a TR that support the turbo, you really can't just 'add a turbo'. Sorry.

Nothing is easy...
