Looks like you have a stock exhaust elbow. It has an internal wasegate. Image 008 shows the clearest photo of the wastgate control rod. The rod comes out of the actuator (gold colored cylinder) and runs to the wastegate lever. The lever moves a "puck" over a hole on the inside of the exhaust housing which controls the amout of exhaust gas allowed to by-pass the turbine wheel. By "wasting" this gas, turbine speed is limited to control boost. Maximum boost levels can be manipulated by adjusting the length of the control rod. Normal boost control is done by the computer and chip programming along with the wastegate control solenoid mounted on the passenger valve cover and the metered vaccuum tee inline between it and the actuator.

The "tee" that was mentioned is really a "y". And it is a special piece with a restrictor in one leg, noit just a generic "y".

For a clip to keep the rod from falling off the wastegate swing arm, you can use a aligator clip of adequate size. Just put the "pin" down in the throat of the aligator clip and it will hold it well.
