I am getting fuel to the rail. I have just replaced both pumps in the tank and can't hold any pressure. When I turn the key forward the fuel pressure does not rise. I can get it to start but it stumbles on 17 psi or so. I am guessing the regulator is bleeding all the gas back to the tank. Possibly a ruptured diaphram or something? I have a new one on order and should be delivered tonight.

Anyone have any guesses for something else it may be? I have had the car since July and only driven it for about two weeks. I have had it towed twice and am starting to think very bad things. I need some help.

If it is the regulator, you can use a pair of vice grips to crimp the return line closed (down on the rubber part where it goes under the engine).

If the pumps build pressure, then you've proved the regulator is bad. If not, then you need to look for a possibility that the pump pickup is leaking/loose, the pump feed line is loose leaking coming out of the tank, bad pumps, bad voltage, etc.
