Emissions Chip

I have an 85 t-type wh1 with an 87 GN motor with some mods... bored .30 over 41lb injectors. The has no catilitic converter and wont pass emisions in Pa but some one told me i could get a chip to make it pass. is this true and if so am i going to lose power, etc.

An emissions chip is not going to be known for driveability. If you don't have a catalytic, you may not pass. Caveat emptor.
