my 85 regal t-type is stock and i want to put some power to it. I was thinking of putting an intercooler in and maybe a new turbo. I was wondering if that was a bad idea, or if anyone has any suggestions?

Adding an intercooler is an ambitious project. Most folks wanting an intercooler buy a 86-87 drive train for the greater set of performance parts available.
Seems to me that your quesiton is "What will get me the biggest bang for my buck to upgrade my stock 85 TR?"
I can't exactly answer that, but I can offer what I've done so far on my '84.
Two "must have" upgrades that go hand-in-hand are an upgrade to the cheapo GM fuel pump and an adjustable fuel pressure regulator. The stock fuel pump is no good for wide open throttle (WOT) operation. The Walbro pumps are popular, I use Quad Air's XP pump. The adjustable regulator is very useful for tuning. Both of these are not exactly go-fast bolt ons, but they set your platform for more serious upgrades.
Upgrades almost always require some diagnosis, like you bolt on your >>insert performance part here<<, and now your car doesn't run right. So what's wrong and how do you find and fix it?
In my estimation, the best upgrade would be to replace your computer (ECM) with an 86-87 ECM. Our stock ECM's don't give up as much diagnostic data as the new ECM's. Lotsa folks out there are making chips for the 86-87 ECM.
To do this upgrade you need the ECM, an inlet air temp sensor (plus wiring from Casper's) and a 86-87 MAF (or the translator setup).
With this you are ready to use tools like TurboLink to tell you how your car is running and where to look to fix whatever is causing the problem. :banghead:
The next upgrade I understand to help is a downpipe. Very few, if any, TR performance parts suppliers offer downpipes for our cars. I haven't done this yet, but I have a favor owed to me that will get me a 3' downpipe. I'll let ya know how it works out.
I put the big K&N air cleaner on my car, and it helped, but it was not very noticable.
I put in a 206/206 cam when I found a rounded lobe on my stock cam. It helped, but be sure to degree the cam when installing it. I changed my cam timing in my thrash to fix another problem. Once the real problem was fixed, I noticed my car had no bottom end power, but did perform well at the top end. :confused: I switched back to the degreed timing and now I had both bottom and top end power. :D
From here on out its (not yet done by me, but have plans): Bigger injectors and chip to match, bigger turbo, port and polish heads, match cam to head flow and open up our restricted intake manifold.
The injectors are the easiest, IMHO. But ya gotta get a chip to go with them. The others in my list are very ambitious and will definitely require tuning.
Other non-go fast parts that are good to have is a set of gauges including: knock, boost, fuel pressure, water temp and oil pressure.

Buy an alchohol inj. kit, and crank up the boost. Acts like an intercooler, and race gas, in one cool kit. Just this, a fuel pump, and a knock guage of some type, and an aftermarket chip for alchohol. This will be the best bang for buck! And easy to install/uninstall when it comes time to sell, or if you do not like it. Tire shredding good times!
