Does cutting off the necked down portion of the down pipe and welding in a piece the same size as the rest of the pipe make a difference?

Yes, it should, but sounds like a lotta work IMHO.

What are you trying to do? Whatever minute gain you would get from expanding the neck of the downpipe would likely be trivial. And it would be far exceeded by a step up to a larger and/or improved pipe such as a Houston-style. Unless you are trying to eek every last ounce of performance out of a completely stock appearing combination, I hardly think the effort in doing that would be worth it.

Most big downpipe gains seem to come at large boost levels, anyway.

You can do it . Cut it as straight as possible take both parts to welder. Thats what i've done when trying to seperate a stubborn pipe from cat.
Cut as close to bend as possible remember cat pipe is a couple inches
long.

I believe he was referring to the swaged portion near the turbocharger.

I was talking about the swaged end at the turbo. Was thinking this since I have the turbo off and doing some other minor mods.
