Is it normal for the O2 millivoltage to fluctuate heavily at idle and not smooth out until they build boost?

A scan tool will actually have a "Cross Counts" or O2X reading. That is the numbe of times the O2 votage crossed the stoichiometric point (O2 of .450 or .500) since the last data frame.

The answer is yes. But not so much "until boost". It will stabalize under steady acceleration or deacceleration as well. Under WOT, it will definitely be stable and not cross the stoichiometrich O2 point.
