I misspoke. I contacted B&M, and confirmed that both the 70415 and 70426 are lockup.

Still, I had one of Dan's units for 25k miles. At that point, I was moving up in stall as I was going to a larger turbo. I had him cut it open, as I was sure I had chewed the lockup clutch up by locking it up at the track with so many passes. (It is a much larger than stock clutch, by the way.) The clutch material still had the OEM white printing on it, even after all the miles and hundreds, if not a thousand, 3rd gear WOT lockups at the track. I was very happy with it.

The trans is set to lock up the TCC at whatever speed the chip is configured to do it in 3rd and 4th gear. It has nothing to do with stall. Only throttle position, brake applied, or not, and correct gear engaged. When it engages, you are essentially at a 1:1 drive, with no stall. That is why it only engages at higher speeds.
