Default egr selenoid

while checking under the hood i noticed that my egr vacuum regulator is damaged. would that cause any type of problems if it is not working properly?

second, my light up tachometer is off by about 500-700 rpm. is there a sensor that could be replaced to fix the problem?

thanks for any help you can give me.
