What is the main purpose of the fuel regulator? does it regulate fuel to the rail or back to the tank?

Per service manual, the regulator maintains the pressure to the injectors under all driving conditions and controlls the amount of fuel that is recirculated back to the tank.

To add to that ...
It maintains pressure to the fuel rail using vacuum/boost as a reference and controlling how much drains back in the return line.
The objective is to keep a constant differential pressure across the injectors ... i.e. if the pressure in the manifold rises, the fuel pressure rises to maintain the injector differential pressure.
