throttle body

What is the line for that runs from the lower passenger side to the other side on the throttle body? My hose isn't kinked, but it does seem to be a bit restrictive in how sharply it bends. Took the hose off of the passengers side and the nozzle that it leads to appeared to have some rust on the inside. Any idea what's up with that? Thanks.

It's runs coolant thru the throttlebody to warm it up in the winter. Some remove the lines. I removed mine and brazed the heater pipe closed.
